FIRE AND SAFETY REQUIREMENTS
Fire
Detection and Protection System
The Contractor shall furnish Fire Detection System for Custody Metering Skid area and Control Building. The design and works shall be in accordance with NFPA and the requirements described hereunder:
- Fire protection inside the control building
shall be with FM 200, complete with audio/visual alarms, detection, and
actuation system.
- 100%
standby FM 200 cylinder(s) duly
connected with the actuation system and FM 200 discharge piping shall be
provided.
- The system shall be interfaced.
- The Fire Detection signal shall be interlocked
with the HVAC system to shut it down in case of fire.
- The Contractor shall submit the design
calculations for FM 200 capacity for approval.
- FM 200 cylinders shall either be placed indoor
or a proper shelter shall be provided to protect them from sun and rain.
- Inside the control building and at the metering
station, portable fire extinguishers shall be installed in the line.
Gas
Leak Detection System
The Contractor shall furnish Gas Leakage Detection System complete with gas detectors, transmitters, alarms, monitoring and control system.
Data
Sheets
Reference is made to the forms of Bidder’s Data Sheets of these Specifications. The blank forms contained therein shall be completely filled in and submitted together with the Bid.
INSPECTION & TESTING :
The complete Fuel Gas Pipeline and Custody Metering Skid shall be subject to tests and inspection during manufacturing, fabrication, installation, and upon completion to verify compliance with the Contract requirements.
All appliances and equipment, which are to be used in testing, shall be of written warranty concerning their precision and calibration curves, and shall be approved by a recognized international test laboratory.
All tests shall be carried out to the most advanced standard procedures and testing methods applied. As much as it is practicable, tests shall be carried out on the equipment, which is fully assembled.
. After completion of installation, the equipment shall be prepared for operation including commissioning and inspection, to prove the readiness of the supplied equipment and the performance of their function with other equipment.
Such tests shall be carried out together with the other equipment after the required routine tests. These works and tests shall include the following:
- Functional and operational tests for all the
system ancillaries and accessories.
- Durability and soundness of all power and
control wirings.
- Electrical insulation and high voltage tests
(at 75% of factory test voltage)
- Measurement of grounding system resistance.
- Preliminary operation tests for the whole
assembly.
- The contractor shall provide all equipment and tools necessary for testing.
The contractor shall give a written one (1) week notice to the Owner/Engineer, to give him the chance to prepare for all site tests, inspections, and examinations to be carried out and attend or observe them.
The contractor shall provide a sufficient number of skilled employees and service Engineer, in addition to the testing equipment and appliances, for carrying out inspection, testing, and commissioning.
The Contractor shall bear all costs and expenses of test inside or outside.
SITE ACCEPTANCE TESTS (SAT)
- After installation of the system at the site, a Site Acceptance Test (SAT) shall be conducted. The SAT shall basically a repetition of the FAT, but with the system installed in a field environment and all related components, piping, and equipment connected in the final configuration.
The SAT shall be conducted under
actual operating conditions using natural gas.
- The contractor shall prepare an SAT procedure.
The SAT procedure shall be delivered to the Owner within two (2) weeks before carrying out the SAT for Owner/Engineer’s approval.
The SAT procedure shall be a detailed item-by-item procedure for the performance of the SAT, which delineates the tests to be performed, both for hardware and for software.
The SAT procedure shall include checklists covering all inspections, tests, calibration, generation of reports i.e., batch report, and checkout procedures, and shall list acceptance criteria for each phase of the test.
- The SAT shall be thoroughly and completely documented such that at the conclusion of the SAT, a complete record of each test and its results shall be available.

- The basis for design, procurement, construction, and commissioning
activities for this work
All the facilities from the tie-in through the outlet valve and inside
the metering station shall be designed, procured, and installed, Material Specifications, Procedures, Inspection Requirements, Inspection Procedures,
General Instructions (GI), Drafting Manual, Standard/Library Drawings, and Forms.
A Functional Specification Document (FSD) shall be produced by the Contractor, which shall also be reviewed. the starting of Work. The FSD shall also define the hardware and software requirements of the communication link.
The design package shall be reviewed by the Owner/Engineer and concerned
agencies.
- Complete documentation (including redline as-builts) shall be maintained
on-site and made available for reference.
- The Contractor shall be responsible for the commissioning (coming on-stream) of these facilities.
- The contractor shall prepare as-built packages including drawings, specifications
and vendor information within one month after going on-stream.
