POWER PLANT
PLANT SECURITY WORKS
This section covers the general
technical requirements for plant security equipment. These specifications shall
be complied with High Commission for Industrial Safety & Security (HCISS)
requirements in every respect unless otherwise stated or agreed by the Company
Engineer.
The plant security system shall be
subject to the approval safety & security department.
The security control center shall consist of a control room equipped with computers and a mimic panel. The computers shall be fed with all security information gathered from the plant integrated security system.
Operator terminals shall consist of the high-resolution color LCD screen, associated keyboard terminals, and shall be designed to provide specific information rapidly.
The screen shall display the
general situation of the plant as well as zone subdivisions.
The state of individual alarm
sensors shall be displayed
alphanumerically.
The operators shall communicate
with the system using a keyboard.
The software shall allow automatic
display as well as instruction to the operators.
The following elements shall be considered as part of plant security system :
- Cameras for closed-circuit television
- Access control system
CAMERAS
FOR TELEVISION NETWORK
The Contractor shall supply Closed
Circuit Television (CCTV) cameras for the overall scanning of the entire power plant. The TV cameras shall be
located on top of a pole solidly anchored and suitably located. Such cameras
shall be specially selected for low-light operation as well as for daylight
operation and equipped with the automatic diaphragm.
The system shall be intended for
supervision of the power plant both for security and safety purposes.
The cameras shall be pan, tilt,
zoom type and installed on motorized support to cover the following areas but
not limited to :
- Power blocks/turbine buildings.
- Fuel gas plant (if applicable).
- Fuel Tank farm.
- Fuel unloading.
- Administration building and other storage areas.
Cameras shall be duly protected
against sandstorm effects as well as heat and solar radiation, using special
casing with appropriate shelter.
Operation of the cameras shall be
controlled from the security control center or guardhouse where the relevant TV
monitors have been provided.
ACCESS
CONTROL SYSTEM:
The Contractor shall provide
Access Control System for the critical areas.
The system shall have the following features:
- Access through Portals in/out of restricted areas shall be controlled
by a combination of below-listed devices:
• Intelligent Access Control ‘IAC’, which controls the operation of
Portals Lock.
• Card Readers ‘CR’ with or without Keypad to read codes contained on ID
card.
• Request-to-Exit ‘RTE’ button to enable users to operate Door Lock.
- Different Portals shall be designated to achieve the required security
levels of access control:
• Door w/CR/Keypad on Entry & Exit site to control accessing of
Personnel.
• Door w/ CR/Keypad on Entry site and RTE button on Exit site to control
accessing of Personnel.
