FUEL GAS PIPELINE & METERING STATION
DESCRIPTION OF
WORK
GENERAL
A brief description of the Scope of Work is given hereunder:
PIPELINE The pipeline shall
have minimum one (1) meter cover over its top. A minimum half (1/2) meter berm
shall be provided over the pipeline in addition to one (1) meter cover, and shall
be stabilized with suitable material, to
prevent wind and/or rain erosion.
Gas operated
sectionalizing valve(s) shall be provided.
Evaporation pond and
burn pits/flare system, to dispose of the process liquid waste and the vent
gases shall be provided.
The pipeline shall
be cathodically protected through the impressive current system.
The insulating
flanges shall be provided at both ends of the underground pipeline where it is
connected with the above-ground piping.
he underground
piping shall be properly coated and wrapped, whereas aboveground piping shall
be painted
METERING STATION
The fully automatic
metering station capable of handling gas requirement extensions, with the required accuracy as:
a] Fuel gas custody metering station consisting of
a skid having four (4) metering streams with two (2) working, one (1) standby
stream and one metering stream for start-up purposes along with a flow computer
panel and all other associated equipment and facilities
b] Emergency shut down (ESD) system consisting of
a safety shut-off valve and local shutdown cabinet, complete with
instrumentation & control system, on the main incoming line
c] Gas separators/filters complete with all
accessories, instrumentation & controls
d] Flow control facility, to allow and control gas flow complete with all accessories,
instrumentation & controls
e] Pressure reducing station, to reduce incoming
gas pressure with all accessories, instrumentation & controls
f] Control and monitoring of the complete fuel gas
supply and metering system locally through centralized
g] Establishing of a communication link between the control system of custody transfer metering skid
h] Control building having a concrete structure to
house all electrical and control equipment
i] Power supply system complete in all respects
] Lighting and grounding system
k] HVAC system for the control building
l] Fire detection and protection system complete
in all respects
m] Slop tank with pumps and associated facilities
n] Burn pit/flare system with igniters
o] Drainage system
p] Nitrogen gas system consisting of nitrogen gas
cylinders and distribution system for purging the line in case of any
maintenance
q] Portable gas detectors
r] Associated civil works, security fencing of
custody metering station and other facilities
s] All other related and associated equipment and
facilities
DESIGN PARAMETERS.The design of the facility shall be state of art and shall provide the maximum levels of
reliability and availability, the convenience of operation and maintenance, neat
and orderly arrangement, which shall take into account the functional
requirements of the various systems of the metering station.
The guidelines
mentioned herein are to be understood as general and as minimum requirements
along with any other guidelines, even though not specifically mentioned shall
be followed in order to ensure safe, reliable, proper, and continuous commercial
operation of the complete installation.
Contamination
Sources
The Contractor shall
ensure that drainage of oily water and other hydrocarbons shall not be drained
in an open area/surface. Provisions shall be made to collect all drains in the
slop tank for pumping
The Contractor shall
ensure that the water used for flushing of the pipeline shall be collected in
temporary ponds.
During the scraping operation,
the Contractor shall make necessary arrangements to collect the waste and
dispose of it according to the Saudi Aramco standards.
No
gas shall be allowed to vent into the atmosphere except for the safety valves. All
vents shall be disposed of through the burn pit/flare system
Standardization and Interchangeability
a] The equipment supplied shall be designed to facilitate inspection, maintenance, and repair. Operational excellence and lowest maintenance requirements are of prime concern. The design shall incorporate every reasonable precaution and provision for the safety of those involved in the operation and maintenance of the facility.
b] The equipment shall be standardized as far as
possible and the corresponding parts throughout shall be made interchangeable
wherever possible.
c] All equipment performing similar duties shall
be, as far as applicable, of the same type, make for the entire facility in
order to limit the stock of spare parts required, and maintain uniformity of
equipment to be installed
The scope comprises design, supply, installation, testing and
commissioning of a Fuel Gas Pipeline and Fuel Gas Transfer Custody Metering
Skid to handle fuel gas requirements when all the units are running
at base load at a minimum ambient temperature with 100 % extra capacity for
