 IMPACT SUMMARY

  The facility shall be designed to meet the emission & immission values of SO2, NOx, inhalable particles (IP), and dust laid down by the latest edition of Standards of Environment Protection in the Kingdom of Saudi Arabia issued by the Presidency of Meteorology & Environment (PME) in force at the time of signing of Contract.

 In case no standards are formulated by the PME regulations, World Bank Standards shall be applied.

a]         Emission Limits

Pollutant emission limits of PME and Work Bank shall be applicable for this facility.

b]         Ambient Air Quality Standards

The relevant ambient air quality standards of PME and the World Bank shall be applicable for this facility.

c]         Ambient Noise Standards

As no ambient noise standards are set by PME, so the World Bank noise standards shall be applied.

d]         Waste Water Discharge Standards

According to the PME requirements, all drains shall be discharged to surface water reservoirs, prior to being disposed of elsewhere.


e]         Reduction of Air Pollutant Emissions

The limits specified by PME and/or Work Bank shall be applied to control the emissions of the following:

i.          NOx

ii.          Sox

iii.         Particular Emission (Dust)

iv.         Cox


f]          Soil and Ground Water Protection

All areas subject to possible contamination shall be sealed with coating, equipped with a surface drainage system, and covered to prevent water precipitation onto the contaminated areas

.

g]         Safety

i.          Appropriate fire fighting equipment shall be provided. All hazardous materials must be stored in clearly labeled containers or vessels.


ii.          Safety instruction signs shall be located at the entry of all hazardous areas. Shield guards or guard railings shall be provided where necessary. Personnel shall use earplugs during the testing and commissioning work.


iii.         Strict procedures shall be followed for de-energizing/energizing and checking electrical equipment during the testing and commissioning work. Constant supervision shall be implemented during the work on energized equipment. Electrical equipment should be grounded, well insulated, and conform with applicable codes.


iv.         Owner’s safety rules and regulations shall also be complied with at all times.

v.         The Contractor’s personnel shall be trained on the hazards, precautions, and procedures for the safe storage, handling, and use of all potentially harmful materials relevant to each employee’s task and work area. Personnel training shall also be provided on revival techniques for electrocution. A safety and fire protection program shall be established and implemented in regular drills.
